Job Description
Purpose:
The HR and Admin Officer will serve as a key support function to ensure the effective management of human resources and office administration. This role is responsible for implementing HR policies, managing recruitment and employee relations, maintaining compliance with labor laws, and overseeing administrative systems and fleet operations. The Officer will work closely with the Head of Operations and Managing Director to promote an efficient, compliant, and employee-centered workplace.
Essential Duties and Responsibilities
Network Operations & Engineering
• Design, implement, and manage the ISP’s core, distribution, and access networks
• Oversee fiber, wireless (PtP/PtMP), and IP/MPLS infrastructure to ensure stability and performance
• Configure and manage routers, switches, firewalls, load balancers, and VPNs
• Monitor network health using tools like PRTG, LibreNMS, or similar, and lead proactive incident response
• Manage routing protocols (BGP, OSPF), IP addressing (IPv4/IPv6), VLANs, VPNs, QoS, and DNS
• Work closely with the NOC team to manage escalations, change control, and high-level troubleshooting
• Lead the implementation of new technical solutions and network upgrades
• Conduct capacity planning to ensure the network meets current and future demands
Network Security & Compliance
• Develop and enforce network security policies
• Manage firewalls, VPNs, IDS/IPS systems, and respond to security incidents
• Ensure infrastructure compliance with national regulations and industry best practices
• Coordinate with regulatory bodies such as the NCA on compliance and reporting
Service Quality & Operations
• Enforce SLAs with vendors and internal stakeholders; ensure adherence to service standards
• Act as an escalation point for customer-impacting issues; drive timely resolution of faults
• Lead monthly incident reconciliations with vendors and key enterprise customers
• Review and validate bills of quantities (BOQs) for technical and operational projects
• Prepare and present network performance and incident reports to senior leadership and customers
• Collaborate closely with Customer Service to resolve issues and ensure customer satisfaction
• Support Sales with technical pre-sales assessments, deployment feasibility, and solution rollout
Team Supervision
• Supervise and provide technical leadership to a team of network engineers
• Provide mentorship, performance feedback, and ensure operational alignment
• Foster a culture of accountability, innovation, and continuous improvement within the team
Vendor & Partner Management
• Evaluate and manage relationships with equipment vendors and service providers
• Negotiate contracts and ensure vendor performance meets agreed KPIs and SLAs
• Oversee third-party implementation teams where applicable
Qualifications/Experience
• Bachelor’s degree in Computer Science, Telecommunications, Electrical Engineering, or a related field
• 5+ years of experience in network or technical operations within the ISP or telecommunications sector
• At least 2 years in a leadership or supervisory capacity
• Strong understanding of fiber fault-handling, wireless deployments, and optical transport technologies (e.g., MPLS, GPON)
• Proficient in IP/MPLS networks, SONET/SDH, Ethernet, and routing protocols
• Familiarity with network security practices and tools (firewalls, VPNs, IDS/IPS)
• Industry certifications such as CCNP, HCIP, Mikrotik MTCNA/MTCRE, JNCIS, Security+, or equivalent is highly desirable
