Job Description
OBJECTIVE: The Shift Charge Engineer will be responsible for maintaining the safe, reliable, and efficient operations of the Natural Gas Liquids (NGL) Terminal by optimizing diverse processes to facilitate the proper storage and distribution of NGL to clients while ensuring the highest standards of safety, environmental responsibility, operational efficiency and excellence.
KEY RESPONSIBILITIES:
OPERATIONS & MAINTENANCE (OM)
• Support the Operations Superintendent to coordinate the proper transportation and storage of natural gas liquids supplies.
• Supervise vessel loading operations and ensure that all other terminal activities are conducted in adherence to safety and other applicable regulations.
• Assist the Operations Superintendent with the resolution of technical and operational issues:
o Investigation of operational incidents and development of corrective and preventive actions.
o Ensure that all issues and incidents are reported, investigated, and documented.
• Log all relevant information into the CMMS.
• For all activities that require a permit to work, prepare the supporting documentation.
• Perform control room operations with regards to switching and isolation processes.
• Oversee daily readings of assets.
• Perform routine equipment inspections to detect abnormal conditions.
• Support and comply with all process safety management and risk management plan practices (EIS, PSM, MOC, etc.):
o Keep terminal hazard analysis current and display thorough knowledge of possible hazards and associated safeguards.
o Maintain required regulatory documentation.
o Work to achieve our goal of “Zero Accidents”.
• Support the Reliability Team to execute predictive and preventive maintenance to eliminate catastrophic failures and unplanned maintenance.
• Maintain an accurate record of process data, equipment performance, and maintenance activities.
• Participate in hazard and risk assessments, including HAZOP (Hazard and Operability) reviews.
PROCUREMENT & LOGISTICS
• Assist the Operations Superintendent in providing the necessary input and specifications for all Purchase & Service Order Agreements related to operations consumables.
• Assist the Operations Superintendent in planning and securing the acquisition of materials and services required for the operation of the facility.
ORGANIZATIONAL DEVELOPMENT
• Propose training and development program for staff in line with technical and business needs.
• Carry out performance appraisals and development plans with subordinate staff.
• Coordinate the rotational schedule (on and off duty) of subordinate staff.
QUALIFICATIONS:
• Bachelor’s degree in Chemical, Process, Petrochemical or Petroleum Engineering is mandatory (or any related field).
• Multicultural experience is a plus.
KNOWLEDGE & EXPERIENCE:
• A minimum of 4+ years of experience in a similar role, at a LNG / gas facility.
• Prior experience in gas industrial operations and distribution (storage tanks, loading and unloading systems, etc.).
• Familiarity with regulatory requirements for operating NGL terminal, including Process Safety Management, OSHA regulations, EPA regulations, EEOC guidelines, and other federal and local requirements.
• Familiarity with Instrumentation and Industrial Automation, Supervision Systems (SCADA and HMI), PLC-PAC programming, and industrial networks.
